Three things turn that into a failed call, and none of them is the dialing format:
- 0120, 0800 and 0570 numbers cannot be reached from outside Japan at all. They are domestic-only services, and this is the number most Japanese companies print largest on their website.
- Japan is 13 to 17 hours ahead, depending on whether the US is on daylight time — so “call during business hours” is a middle-of-the-night instruction half the year.

Japan’s country code is 81, and its trunk prefix 0 is dropped when dialing from abroad. The numbers that will not connect, and what to use instead
Japanese freephone is a domestic service. NTT Communications’ official FAQ answers 海外からフリーダイヤルへかけてつながるでしょうか (kaigai kara furīdaiyaru e kake te tsunagaru desho u ka)? with 海外からはおつなぎできません (kaigai kara wa o tsunagi deki mase n)。フリーダイヤルは (furīdaiyaru wa)、日本国内専用のサービスです (nippon kokunai sen'yō no sābisu desu) — calls from overseas cannot be connected, because free-dial is a Japan-only service (NTT Communications free-dial FAQ, in Japanese).
Navi-dial is the same story: 海外から (kara)国際電話でナビダイヤルへ (de nabidaiyaru e)電話しても (shi te mo)、おつなぎすることはできません (o tsunagi suru koto wa deki mase n) — even an international call to a 0570 number cannot be connected (NTT Communications navi-dial FAQ, in Japanese).
This matters because freephone is exactly the number companies promote hardest for reservations and support. When the big number fails:
- Look for 海外からのお問い合わせ (kaigai kara no o toiawase) (enquiries from overseas) on the same page, or a country selector near the contact form.
- Check the footer for a +81 number — representative offices, reservation desks and hotel front desks often publish one.
- For an airline or a chain, the overseas contact page is usually under “Contact us” rather than “Reservations”.
When to call: the 13–17 hour gap
Japan runs one time zone, JST (UTC+9), all year. It has no daylight saving time, so the offset shifts only when the US changes its clocks (Tokyo time zone and clock changes).

Read it the other way and the practical rule falls out: a call you place at 8 PM New York lands at 9 AM the next day in Tokyo, and a call at 8 AM Los Angeles lands at midnight in Tokyo. For most Japanese shops the workable window from the US is your early morning or your evening, and you should convert before you dial rather than guess.
Two habits that save calls:
