We cannot identify this number. Check the length and the first digit: Japanese landlines are 10 digits and mobile numbers on 070, 080 or 090 are 11 digits, and both start with 0 (behind the +81 country code the leading 0 is dropped). If the number came from a business card or a website, include the area code. The format table and the MIC area-code list can help you confirm it.

Japan splits its numbers into 0A0 bands (mobile, IP phone), 0AB0 bands (free-dial, navi-dial and other service numbers) and 0ABC landlines. Area codes are 1 to 5 digits long (03, 011, 0466, 04992, 09802 all exist), so where the hyphen goes changes from city to city — a Tokyo number is 03-1234-5678 while Fujisawa is 0466-12-3456.

The MIC designation page lists 0180 (テレドーム) as 指定なし — no numbers are currently designated in that band — so the checker answers “depends” rather than “no”. The MIC area-code list also notes that some 0ab0-style bands share their first digits with real area codes (04 and 047, for example), which is why the checker matches on the full prefix and honours the way you grouped the number.
Both bands are domestic-only. The caller pays nothing (or less) and the business receiving the call covers the difference, so the operators do not open them to inbound international traffic. It is not a setting on your phone, and changing carriers will not fix it.

Official FAQ (Japanese)From abroad you dial international access code + 81 + the number with its leading 0 removed. The MIC Q&A puts it this way: 「国際プレフィックス、日本の国番号「81」、そして日本国内の電話番号を続けてダイヤルします。」 and 「日本国内の電話番号には国内プレフィックス(市外局番の前の「0」)を省略して市外局番からダイヤルすることです。」 The first 0 is Japan's domestic trunk prefix (“国内プレフィックス”), so it disappears once the call comes from outside the country.

Using the Tokyo number 03-1234-5678 as the example. 011 is the US international prefix; phones that accept the + sign can use +81 on the same route.

Chunghwa Telecom's international direct dial service uses the access code 002 (009 also works). Other Taiwanese carriers publish their own codes, so the checker only shows carriers whose official pages we could verify.

Landlines are 10 digits: the leading 0 plus an area code of 1 to 5 digits, the exchange and a 4-digit subscriber number. Mobile numbers starting 070, 080 or 090 are 11 digits, IP phone numbers on 050 are 11 digits, toll-free 0120 and navi-dial 0570 are 10 digits, and toll-free 0800 is 11 digits. All of those lengths come from the MIC's designation-status page and numbering Q&A.
Dial the US international prefix 011, then Japan's country code 81, then the number with its leading 0 removed. The MIC's own example is 011-81-3-3504-XXXX for a Tokyo number. If your phone accepts the + sign, +81 3-1234-5678 works on the same route.
NTT Communications' official FAQ says of free-dial (0120): 海外からはおつなぎできません。フリーダイヤルは、日本国内専用のサービスです。 — calls from overseas cannot be connected because free-dial is a Japan-only service. For navi-dial (0570) it says: 海外から国際電話でナビダイヤルへ電話しても、おつなぎすることはできません。 — even an international call from overseas cannot be connected. Both bands have to be dialed from a Japanese phone number.
Read it digit by digit and say the hyphen as の, for example 03-1234-5678 is ゼロサン の イチニサンヨン の ゴロクナナハチ. Use ヨン for 4, ナナ for 7 and キュウ for 9, which is what Japanese speakers say on the phone. Staff often repeat the number back in chunks, so ask them to say it again if you miss a digit.
050 is the IP phone band (11 digits). Whether a 050 number accepts calls from abroad depends on the provider and the contract. 060 was designated in December 2024 for new 11-digit mobile numbers, but carriers announced a postponement on 8 July 2026, so no 060 numbers are in general service as of this page's verification date. Existing 070, 080 and 090 numbers keep working.
0120 and 0570 lines only answer calls placed from a Japanese phone number. If you are outside Japan, one option besides asking a friend or your hotel front desk is a service that dials from a Japanese number, such as NativeCall. It is just one option: whether a number answers still depends on the business, and it does not bypass anyone's booking or support rules.
