The official page says the Lost Property Centre is outside the south ticket gates of Namba Station on the Yotsubashi Line, open 08:30-20:00 every day. The phone is 050-3355-8208, and the first level of the automated menu lists lost property as option 1. The find chat can be sent 24 hours a day, but searches and replies are handled 08:00-20:00.
